A DWP Will Serve letter establishes whether DWP can provide water service to the property and outlines the conditions that must be met to provide the service. Making this determination can be complex, requiring field staff to test system pressures and evaluate system design drawings. This process can take a couple of weeks. Once a determination is made, DWP’s Water Superintendent will provide a letter clearly stating the availability and requirements of service, which will be emailed to the contact email provided. If additional information is needed, DWP staff will reach out.
A Will Serve letter does not outline fees or specific requirements for a specified project or development. Fees are determined from specific plans with defined plumbing fixture counts and water needs. Project or development plans must be submitted for review prior to fee calculations and issuance of building permits. For preliminary fee discussions, please review capacity and meter installation fee information on the Customer Service page of this site or contact Customer Service at
